The City of Hercules recently launched its first comprehensive General Plan update in more than two decades, setting the stage for how the city will grow through 2050.
At its Oct. 14 meeting, the City Council approved a $1.56 million contract with California-based Raimi + Associates to lead the process. A General Plan Advisory Committee (GPAC) was established to ensure community participation.
Hercules’ current General Plan was last overhauled in the late 1990s. City officials say it no longer reflects Hercules’ changing needs, infrastructure conditions, or recent housing and transportation laws. The updated plan will serve as a long-term roadmap for land use, housing, transportation, open space, and economic development, while maintaining compliance with state mandates on housing, sustainability and mobility.
The GPAC, composed of commissioners and community representatives, will serve as an advisory body to review draft policies and land-use concepts, helping ensure the plan reflects local priorities. Applications for the committee’s at-large seats are open until Oct. 31, with appointments expected in December.
Work on the update will begin in early 2026, including community workshops and outreach opportunities.
“After years of consistent review and discussion, it’s clear that updating our Plan is essential to ensure Hercules continues to thrive, balancing growth, opportunity and quality of life for our residents,” said Mayor Dion Bailey.
City Manager Dante Hall added, “We’ve heard the community’s call for thoughtful growth and sustainable planning. The GPAC will serve as a bridge between residents and City leadership as we plan for the decades ahead.”
