Family Justice Center names outgoing RPD chief Bisa French as next ED

The Contra Costa Family Justice Center has selected outgoing Richmond Police Department Chief Bisa French as its next executive director, kicking off a new chapter for the organization that supports survivors of domestic violence, sexual assault, and other family trauma. 

French, the first woman and also the first woman of color to lead the Richmond Police Department, is set to retire from the RPD effective Jan. 16, 2026, concluding a 27-year career during which she rose up the ranks from police officer. She was appointed as police chief in 2020. Assistant Chief Timothy Simmons has been named the city’s next police chief following her departure.

French is widely recognized for her work supporting vulnerable youth and families, including playing an important role on the leadership team that helped develop the Family Justice Center in West Contra Costa County. 

Her new role at the Family Justice Center is set to begin March 4, 2026.Â
