The Port of Richmond issued a Request for Proposals (RFP) for the lease and redevelopment of the iconic General Warehouse at the Point Potrero Marine Terminal (PPMT), officials announced Tuesday.
The initiative aims to breathe new life into the 140,000-square-foot, four-story Streamline Moderne building located at 1320 Canal Blvd., within an operational marine terminal and near the S.S. Red Oak Victory. The building was originally constructed in 1942 as part of the renowned Kaiser Shipyards during World War II.
The Port envisions a revitalization that honors its history while aligning with contemporary industrial, maritime, or innovative commercial uses. Key priorities for the project include economic development, environmental stewardship, public benefit, and historic preservation, officials said.
“This is a rare opportunity to reimagine and restore one of Richmond’s most iconic wartime-era structures in a way that brings new life, jobs, and revenue to the city,” said Port Director Charles Gerard. “We are looking for visionary partners who understand the building’s historic importance and can deliver a practical, economically sustainable, and community-aligned reuse.”
The RFP follows a Request for Expressions of Interest (EOI) released in February 2025, which garnered broad interest from developers, logistics firms, and clean-tech operators, according to the Port. Proposals are due by 5 p.m. on Oct. 10. To facilitate informed submissions, the Port is offering pre-proposal facility tours on Aug. 12 and Aug. 25.
Prospective tenants should note that the building will be leased in its current “as-is” condition, necessitating rehabilitation efforts. The site is zoned IW – Water-Related Industrial, supporting a range of potential uses.
