Man arrested for murdering woman, setting her ablaze in San Pablo

Two people were shot, one fatally, at an apartment complex on Richmond Parkway on Sunday.

Elizander Navarez-Fernandez, 26, of Richmond, was identified by the Contra Costa County Coroner’s Office on Wednesday as the victim who died in the shooting.

Police responded to the Bella Vista at Hilltop complex at 3400 Richmond Parkway about 11:30 p.m. on a report of shots fired and found two victims. Navarez-Fernandez died at the other scene and the other victim was transported to a local trauma center and is in stable but critical condition, police said.

The RPD Investigations Unit states it does not believe this incident is related to homicides that occurred Tuesday, June 19, and Wednesday, June 20, in the city. In the June 19 shooting, Maciyah Brown, 21, and Garciapar Alvaro, 30, both Richmond residents, were killed in the 700 block of Pennsylvania Avenue. Hours later on June 20, a person was fatally shot in the 1300 block of Kelsey Street. The identity of that victim has not yet been released due to the ongoing investigation.
