A three-story, mixed use development being constructed at 761 23rd St. (between Garvin and Burbeck avenues) in Richmond will feature three dwelling units on the upper two floors, and a Mexican restaurant on the groundfloor, according to city planning documents.

The ground floor restaurant will be home to Mariscos Los Reyes, owned and operated by Jose Reyes, who is currently requesting city permits to serve distilled spirits in addition to beer and wine at the future eatery.

The owner also wants to provide outdoor seating and indoor live entertainment on the weekends at the restaurant, which will take up nearly 2,200 square feet of space.

The restaurant will staff seven people and have a maximum capacity of 75. It will operate seven days per week from 8 a.m. to 11 p.m. Alcohol service will be limited to customers seated indoors, according to city documents.

The restaurant received written approval from both the 23rd Street Merchants Association and Belding-Woods Neighborhood Council.
