Below is an overview of significant service activity provided by RPD patrol officers during their scheduled shifts. Officers responded to approx. 442 calls for service during this period. Please note that activity shared in these segments are provided only as an overview, and do not reflect the entirety of service calls and reports taken throughout each shift.

OPERATIONAL STAFFING SHORTAGE – FORCED OVERTIME
During this reporting period, seventeen (17) officers and two (2) sergeants reported for forced and/or mandatory overtime shifts to meet minimum staffing requirements.

01/13/23 – CARJACKING
Officers responded to the 600 block of Harbour Way for reports of a carjacking. The victim reported he was stopped at the stop light on Harbour Way and Pennsylvania Ave when the suspect, wearing only boxer shorts, opened his car door and tried to pull him out. The victim attempted to fight back, but the suspect was able to overpower the victim, get into the vehicle, and drive off.

Officers checked the area and later located the victim’s vehicle in the parking lot of a business in the 1000 block of Cutting Blvd. Officers located the suspect inside the business. Officers attempted to call the suspect out to them, but the suspect refused to exit the business. Officers utilized de-escalation techniques to gain the suspect’s compliance. The suspect ultimately exited the business and was taken into custody without incident. The suspect was booked at the RPD jail. #316

01/14/23 – SEXUAL ASSAULT
Officers responded to Kaiser Hospital for reports of a sexual assault. The victim reported being sexually assaulted in the area of 22nd St and Carlson Blvd at a homeless encampment. The victim received medical attention and DSVU detectives responded and assumed the investigation. #341

01/14/23 – CARJACKING
Officers responded to the area of 3400 Richmond Parkway for reports of a carjacking. The victim reported that she parked her vehicle in the parking lot of her apartment complex. As she exited the vehicle, 2 suspects approached her and brandished a firearm. The suspects demanded her property and keys. The victim complied, and the suspect got into her vehicle and fled. #352

01/14/23 – DUI
Officers responded to the area of 23rd St and McBryde Ave for reports of a subject passed out inside a vehicle. Officers responded and located the vehicle with the driver asleep behind the wheel. The driver admitted to drinking and performed roadside sobriety tests poorly. A preliminary test showed the driver to have a blood alcohol content over twice the legal limit. The driver was booked at the RPD jail. #356

01/15/23 – DUI
Officers responded and conducted a traffic enforcement stop on a vehicle seen driving erratically in the area of W. Ohio Ave and Richmond Parkway. Officers saw open alcoholic beverages inside the vehicle, and the driver admitted to consuming alcohol. The driver performed roadside sobriety tests poorly. The driver was booked at the RPD jail. #357

01/15/23 – DUI
Officers responded to the area of 3rd St and Barrett Ave for reports of a vehicle that crashed into two parked vehicles. The driver admitted to consuming alcoholic beverages and displayed signs of being intoxicated. The driver performed roadside sobriety tests poorly. The driver was booked at the RPD jail. #358

01/15/23 – ROBBERY
Officers responded to the 3000 block of Tulare Ave for reports of a robbery. The victim reported that she was inside her residence when she heard the sound of a power tool being used outside. She went outside and saw the suspect standing next to her vehicle with a saw, attempting to steal her catalytic convertor. The victim yelled at the suspect to leave. The suspect did not respond ,so the victim walked toward him. The suspect then punched the victim in the face and fled in a waiting vehicle. #360

01/15/2023 – POSSESSION OF A STOLEN VEHICLE
Officers on routine patrol in the area of Hensley St and Richmond Parkway saw a motorcycle driving in the area that appeared suspicious. A records check of the motorcycle showed it had been reported stolen. Officers conducted an enforcement stop on the vehicle and it yielded. Officers took the rider into custody without incident and they were booked at the RPD jail. #364
