Detectives responded to the area of Rumrill and 19th Street at about 12:16 a.m. on a report of a hit and run collision. Officers arrived and located the victim suffering from severe injuries. Officers attempted life saving measures at the scene, but the victim succumbed to his injuries. His identity is being withheld until his family is notified of this death, police said.

With help from the city’s public safety cameras, detectives were able to identify the suspect vehicle as a 2011 burgundy Nissan Sentra. Later in the day at 1:50 p.m., detectives located and arrested the suspect, 30-year old Jesse Dubois, at his residence in the 700 block of Market Avenue in Richmond.

“The suspect vehicle was also located with damage consistent with being involved in the collision,” police said, adding, “Alcohol and/or drug use has not been ruled out as contributing factors.”

Dubois was booked into Contra Costa County Jail on charges of felony hit and run and vehicular manslaughter.

“There are currently no outstanding suspects in this case,” police said.

However, investigation remains active and anyone with information is asked to call the San Pablo Police Investigations Division at (510) 215-3150.
