Richmond Mayor Tom Butt is set to deliver the charter-mandated State of the City presentation on Tuesday, Feb. 23, at the City Council meeting, which starts at 6:30 p.m.
Per the city’s charter, the mayor must make an annual report to the City Council “as to the conditions and affairs of the City,” according to city staff.
