New look and new stores slated for Hilltop Plaza

Hilltop Plaza is starting a major makeover this month that will continue in stages through July 2027. The developer, Primestor, bought the property in 2024 and is now updating the buildings’ exteriors and landscaping. According to the Richmond Mayor’s Office, these changes were approved by the city’s Design Review Board in late 2025. Primestor intends for these upgrades to make the shopping center more inviting for local residents.

The developers are currently looking for a grocery store to serve as the main anchor tenant. They are also working to bring in national food brands and other high-quality shops to fill remaining spaces. The Mayor’s Office has expressed support for the project and said it continues to work closely with Primestor on these improvements.

Hilltop Plaza currently has an 88 percent occupancy rate. Active businesses include Cinemark Century Hilltop, Ross Dress for Less, dd’s Discounts, City Sports Club, and Dollar Tree. Other shops and services include GameStop, Comcast, Travis Credit Union, Mattress Firm, Rose Le Nails, and BG Haircuts. Dining options at the plaza include McDonald’s, IHOP, Me-N-Ed’s Pizzeria, Taqueria Maria, and Subway.

The shopping center is a key part of the Hilltop Horizon Specific Plan, a 143-acre city project aims to turn the Hilltop area into a modern neighborhood with housing, parks, and better transit. The project area includes the nearby, separately-owned Hilltop Mall.
