The Contra Costa Human Trafficking Task Force has concluded its participation in Operation Reclaim and Rebuild, a week-long statewide effort to rescue survivors and arrest exploiters. Between Jan. 25 and Jan. 31, local authorities conducted five separate operations across the county, resulting in the identification of 20 survivors and 11 arrests.
The local surge was part of a broader California initiative involving more than 100 agencies. Statewide, the 2026 operation led to over 600 total arrests and the recovery of 170 individuals, including 14 children. In Contra Costa County, three of the 20 survivors identified were youth survivors. All 20 individuals were provided access to specialized advocates and support services. Exact locations for the arrests and illicit activities were not immediately revealed by authorities.
The 11 local arrests involved charges of sex trafficking, pimping, pandering, and firearms offenses. District Attorney Diana Becton stated that the results send a clear message that human trafficking will not be tolerated in the community. Task Force Director Katrina Natale added that while prosecution is essential, the primary goal is ensuring survivors receive the help they need to recover.
Court proceedings began today in Martinez for two suspects, with a third scheduled for arraignment tomorrow, Feb. 5, at 1:30 p.m. Charges include human trafficking of a minor for a sex act, lewd acts upon a child, and possession of a firearm by a felon. The cases involve defendants Malcom Scott, Damiano Andres Wilson, and Keith Ernest Haywood.
