Hercules updates citizens on completed, upcoming capital projects

Major capital projects are set to begin in Hercules over the coming months as part of the city’s FY 2025-26 Capital Improvement Program.

The CIP program includes 40 projects such as the Hercules Hub, 15 buildings and facilities projects, 13 park projects, six street projects and five sewer projects, city officials announced in a presentation to the Hercules City Council last month.

Facilities

Starting this October, construction will begin on the Police Lobbies project and is expected to finish in February 2026. Also this fall, HVAC upgrades and electrical improvements will get going at the Community Swim Center, Ohlone Community Center, and Foxboro Community Center. Slot drain repairs will be made at the Swim Center, and will continue until those projects are complete.

Streets

On the streets side, the Falcon Way Pavement Rehabilitation work kicks off in January 2026, with completion expected in spring. This repair addresses significant erosion and structural issues that pose flooding risks to nearby properties. On Oct. 14, the city council will be asked to approve a design contract for the rehab, with construction slated to begin in summer 2026.

Meanwhile, the John Muir Parkway Traffic Calming project from Alfred Nobel Drive to beyond Tioga Loop is being designed now, and construction should start in March or April 2026.

Parks

The Beechnut Park Improvement design is well underway, and construction is expected starting in summer 2026.

The Refugio Valley Park Picnic Area and Foxboro Park Basketball Court & Playground improvements are nearing the end of their design phase, with construction slated for spring 2026.

The Refugio Lake dredging project is currently in design, with permits to be submitted in October and construction scheduled for summer 2026.

The Bay Trail Wall Repair is set to begin in October 2025 and finish by year’s end.

Finally, for the Hercules Hub, city staff are actively working to secure grant funding to complete both its design and construction.

“Thanks to careful planning from city council, leadership, and public works staff, the CIP has set the city up for success with funding resources and priorities that support our vision for Hercules’ future,” said Public Works Director Glenn Dombeck. “We are on track to see these projects come to life and we are glad to share where we are through each project.”
