The City of Richmond is moving forward with the 13th Street Complete Streets project, aiming to transform the corridor between Harbour Way and Costa Avenue into a safer, multi-modal thoroughfare.
The city is anticipating to advertise the project for bids in Fall 2025, with construction anticipated to begin in Spring 2026.
A key feature of the project involves reducing the current four-lane arterial road to two lanes, reallocating space to create continuous, directional Class IV protected bike lanes along the entire corridor. Additional project components include widened sidewalks, upgraded bus stops, and enhanced crosswalks to promote pedestrian safety and accessibility.
The project, funded by $5.13 million in Measure J Transportation Livable Communities funds and federal Surfance Transportation Program monies, will connect the Active Transportation Program (ATP)-funded Rumrill Boulevard Complete Streets project in San Pablo with the Yellow Brick Road project.
