A plan to build 45 townhomes on a vacant lot at 3151 Garrity Way in the Hilltop District of Richmond is moving to its next stage of review next week.

The Richmond Planning Commission is scheduled to hold a public meeting on Thursday, May 7, to discuss the project after city design experts gave it a green light in March.

The developer, Vanguard Properties Inc., wants to build 12 separate buildings on a 2.2-acre lot east of Blume Drive and just west of the vacant property formerly occupied by Chevy’s restaurant. Because the land is currently set aside for commercial businesses, the city needs to approve a special permit to allow people to live there. 

The project is moving through a faster review process because of state laws designed to speed up the building of new housing.

The public hearing is set to start at 6:30 p.m. at the City Council Chambers, located at 440 Civic Center Plaza.
