A 30-year-old man is charged with dragging a female victim from a bus stop in Richmond to a nearby alley and raping her, according to the Contra Costa County District Attorney’s Office.

Eduardo Moreno, a Richmond resident, is in custody following his arrest on Oct. 9 in connection with the incident that unfolded at a bus stop on San Pablo Avenue and Barrett Avenue around 5:50 a.m. on Oct. 5.

“At the time, Moreno was reportedly engaged in a lewd act upon himself at the bus stop area when the victim saw him and asked him to stop,” prosecutors said. “Moreno, angered, grabbed the victim and forcibly dragged her into a nearby alley where he raped her and fled.”

A Richmond police investigation uncovered evidence leading to Moreno’s eventual arrest on Oct. 9.

Moreno was scheduled to be arraigned today at 1:30 pm in Martinez on three felony charges including forcible rape with an enhancement, kidnapping to commit another crime and sexual battery by restraint.

“We are grateful the investigative work of Richmond Police led to the arrest of the suspect in a relatively swift manner,” said District Attorney Diana Becton. “We will work diligently in seeking justice and accountability through the courts in the ongoing public safety work we do for our county’s residents.”
