Richmond Street in El Cerrito — stretching from Hill Street in the north to Fairmont Avenue in the south — is slated to become a “Complete Street” thanks to a significant infusion of federal and local funding, including an $8 million federal grant and support from the Safe Streets for All (SS4A) initiative.
The Richmond Street Complete Streets project includes sidewalk and roadway repairs, curb ramp upgrades, and safety enhancements at all unsignalized intersections between Fairmount Avenue and Hill Street. Intersection improvements will vary but may include corner bulb-outs, pedestrian-activated flashing beacons, safety lighting, and raised crosswalks to improve visibility, accessibility, and traffic calming.
North of Moeser Lane, the shared bike and car lanes will be converted into separate lanes, with chicanes introduced to reduce speed and improve safety. This design change will eliminate about half of the on-street parking per block but aims to strike a balance between bike improvements and parking access, according to city officials.
South of Moeser Lane, traffic calming will be enhanced through the addition of street tree bulb-outs that visually narrow the road and create a safer environment for pedestrians.
