Dialysis center set to replace RV park on San Pablo Ave.

A new two-story kidney dialysis center is set to be constructed on San Pablo Avenue next to the San Pablo Town Centre.

The design for the facility, set to replace a small mobile home/RV park at 13352 San Pablo Ave., was approved by the San Pablo Planning Commission last week.

Plans for the 13,591 square foot medical office building, led by Market Street Development, LLC from Granite Bay, include 36 dialysis stations serving as many as 200 patients and a 52-space parking lot. The dialysis center plans to hold hours from 6 a.m. to 10 p.m. Monday through Saturday, although the majority of patient visits will occur between 8 a.m. to 5 p.m., according to project documents.

San Pablo Planning Commission Chairman Paul Morris called the future center a “Great addition to the city and a great addition to that spot.” City staff said the project “will provide a highly demanded medical service for the city and the region.”

Not everyone is happy about it. A resident living on the property, which has been the site of Castles Mobile Home/Trailer Park since 1953, spoke in opposition at the Planning Commission hearing. He said he and his neighbors weren’t provided enough notice about the project or enabled to negotiate the planned relocation package. He announced an intention to seek pro bono legal advice.

Currently, six RVs and one camper trailer house a total of seven people at the site, three of them ages 60 or older, according to city documents.

As part of the project, which has been in planning since 2015, the developer is offering relocation assistance to residents totaling $6,000, which is about six months worth of rent and another $3,000 for the elderly and disabled. The relocation package also includes $1,500 for all residents to repair and relocate their vehicles. Bonuses are being offered from $500 to $2,500 to vacate the property early and recommendations have been made on potential future sites for the residents.
