New affordable housing opens at Legacy Court in North Richmond

“Today, WE made history in North Richmond!”

Contra Costa County Supervisor John Gioia posted the announcement in the wake of the grand opening Friday for Legacy Court in North Richmond.

Community Housing Development Corporation of North Richmond (CHDC) and Eden Housing are celebrating a project that brings 43 affordable, all-electric homes to 1243 Fred Jackson Way. One, two, and three-bedroom apartments are reserved for people earning between 30 percent and 60 percent of the local median income.

Thirteen of these units are set aside for people who have been homeless or who need mental health services. Residents in these units will have access to support like counseling and healthcare through Contra Costa Behavioral Health Services. The complex also includes a community kitchen, a computer lab, laundry rooms, and a manager who lives on-site to help run the property.

Funding from the California Department of Toxic Substances Control helped remove contamination from the property, formerly a junkyard, making the land safe for housing.

The project received support from the City of Richmond, county, state and federal governments. Also contributing were First Citizens Bank, NEF, the Regional Water Quality Control Board, Neighborworks America, the Local Initiatives Support Corporation, and the S.H. Cowell Foundation.

“The county invests in these projects as part of our efforts to support more affordable housing especially for our most vulnerable families,” Gioia said.

The supervisor was among the local and state leaders who attended the opening. Richmond City Councilmember Cesar Zepeda said he had the opportunity to meet some of the new residents.

“Their stories are very touching, some were formerly unhoused,” he said. “Now they have a home. Thank you for all who helped make this project a reality.”
