A Richmond man is among four Bay Area residents arrested and charged in Marin County as part of an undercover operation seeking to bust sexual predators on Feb. 13.

Marin County authorities described “Operation Broken Heart” as a single-day online-chat sting targeting adults trying to meet minors in person for lewd acts. 

As a result of the operation, 27-year-old Melvin Rodriguez-Delafuente of Richmond, 26-year-old Owen Michael Dombrowski of San Rafael, 24-year-old Nassor Ngabira of Santa Rosa and 38-year-old Jose Luis Ruiz Magallon of Oakland were arrested and charged with felony violations. The charges include attempting to contact and communicate with a minor for the purpose of engaging in lewd and lascivious behavior, as well as felony violations of arranging to meet with a minor for that same purpose, the Marin DA’s Office stated.

Rodriguez-Delafuente was additionally charged with a misdemeanor violation of attempting to furnish alcohol to a minor. 

The Marin County District Attorney’s Office said the operation was carried out because of an “escalating threat of online exploitation of children by perpetrators who use their anonymity to gain access to children.”
