An upcoming fundraiser in Richmond will benefit the third annual Chief Bisa French Scholarship, which supports local youth working toward a career in law enforcement.
The “Chief Bisa French Contra Costa College Administration of Justice Scholarship Fundraiser” is set for Wednesday, Oct. 8 from 5-7 p.m. outside the Multicultural Bookstore. Admission is free and the fundraiser is open to anyone.
“Come embrace the chief. Embrace us. Most important, come to promote the worthy cause and donate,” said Marena Brown, executive director of the Contra Costa Youth Service Bureau (CCYSB). The nonprofit’s Board of Directors is hosting the fundraiser.
Brown said the scholarships help youth and young adults from CCYSB’s programs and the community pursue an education and career in the administration of justice. She emphasized the pressing need for law enforcement officers, especially in Richmond. Chief Bisa French serves on the organization’s board.
Supporters can donate through the nonprofit’s website or bring a check to the event made out to the CCYSB in support of the scholarship. This year’s event will raise funding that moves from CCYSB to the Contra Costa College Foundation for two student scholarships of $2,500 each. The scholarships are usable for tuition, books and supplies; awardees will be announced in January 2026.
The event will feature catered tapas and tasters, according to Brown, such as Swedish meatballs with feta, deviled eggs, shrimp pasta, tortellini skewers, shredded smoked barbecue chicken sliders and garden salad in a martini glass. Thirst quenchers and spirits will also be served. “Come mingle, meet, greet, share and enjoy the moment,” said Brown.
Chief French will be on hand to give a speech on the importance of becoming a police officer, she added. “So people get to hear what the needs are.”
Brown shared that CCYSB is a community-based nonprofit organization that’s been in Contra Costa County for more than 40 years. It provides services to children, youth and families tailored to meet real needs—whether it’s mental health support, family stabilization or preparing for a brighter future.
“We position ourselves and honor our community partnerships by collaborating with our community and educational institutions here in Contra Costa County,” she said.
