The Contra Costa County District Attorney’s Office announced today that Terri Lowtrice James has been charged with murder in connection with the death of 66-year-old Carolyn Renee Brown, also of Richmond. Prosecutors have also added a firearm enhancement for intentionally discharging a weapon causing great bodily injury and death, as well as a charge for being a felon in possession of a firearm with special allegations for prior felony convictions.
According to the Contra Costa County Sheriff’s Office, deputies responded around 10:02 a.m. Wednesday to a report of a person bleeding on the sidewalk near Market Avenue and 6th Street in North Richmond. The victim, later identified as Brown, was pronounced dead at the scene.
Sheriff’s investigators quickly identified James as a suspect. She was arrested by detectives and booked into the Martinez Detention Facility, where she remains in custody on $1 million bail.
