Driver charged in collision that killed 1-year-old


A 31-year-old woman has been charged with multiple felony counts, including driving under the influence, in connection with a collision that killed a 1-year-old Sacramento boy on Sunday morning. The 1-year-old victim who was fatally struck by the vehicle in the area of Cutting Boulevard and S. 17th Street has been identified by the Contra Costa County Coroner’s office as Noah Cordier of Sacramento. At about 11:50 a.m. Sunday, a driver going eastbound struck the child. The child was immediately taken to the hospital, where he succumbed to his injuries, police said.

The female driver of the car fled the scene but was subsequently arrested a few miles later by police officers. Today, she was identified by police as 31-year-old Richmond resident Sylvia Welch. Welch was charged today by the Contra Costa County District Attorney’s Office with felony vehicular manslaughter, driving while under the influence, and driving under the influence causing injury.
