As part of an annual tradition by the Point Richmond Business Association, up to 400 students from Washington Elementary, along with school staff and families, paraded from their campus to the nearby Point Richmond historic square in their costumes. Along the way, dozens of businesses handed out candy in what may be the earliest Halloween Trick or Treating session in the Bay Area.
