Contra Costa County gets $12M for I-80 safety and seismic work

Contra Costa County is getting more than $12 million in new state transportation funding for two safety projects along Interstate 80, part of a larger $1.1 billion package approved this week by the California Transportation Commission.

The biggest local investment—$10.8 million—will help fund strengthening of the Appian Way Overcrossing in Pinole. Caltrans will repair damaged columns, rebuild parts of the bridge foundation, and complete a full seismic evaluation. The work is designed to make the bridge more earthquake-resilient and address issues found during inspections.

Caltrans has already been conducting work on the overcrossing, including planned full weekend closures of the southbound structure in August 2025. Nighttime lane closures are expected to continue through spring 2026 as part of the ongoing construction schedule.

Another $1.15 million funds new safety features at I-80 off-ramps through Richmond, San Pablo, Pinole, and Hercules. The project will add brighter pavement markers and improved lane striping aimed at reducing wrong-way driving, an issue Caltrans says is a growing concern statewide. Preliminary work including overnight lane and ramp closures for striping and related safety upgrades is already underway in segments, with continued improvements scheduled through late 2025 as crews complete final striping, lighting, and related installations.

These Contra Costa projects are part of California’s broader effort to speed up infrastructure improvements, expand clean transportation options, and make roads safer. Much of the statewide funding comes from SB 1, the 2017 transportation law, and the federal infrastructure bill.
