Residents begin moving into Alvarado Garden Apartments

The first 50 units of what will be a 100-unit affordable housing development at the former San Pablo City Hall site are now open and residents are moving in, the City of San Pablo reported this week.
 

City officials confirmed that Phase I units are complete and being leased, while Phase II awaits funding to finish out the remaining homes.

The project developed by Danco Communities sits on a 4.46‑acre site that formerly housed San Pablo’s City Hall. When fully complete, it will offer a total of 100 units: 25 three‑bedroom apartments, 26 two‑bedroom units, 48 one‑bedroom units, and one manager’s unit

The architectural design and site planning integrate four preserved historic buildings—including the Alvarado Adobe and Blume House—while removing the vacant city hall. The project features a new public plaza to link ground floor retail along San Pablo Avenue with the Alvarado Adobe site, promoting a cohesive streetscape rooted in local character. 

In March 2024, City Council approved a $5.9 million loan to support Phase II, enabling Danco to pursue additional low-income housing tax credits through the California Tax Credit Allocation Committee. According to the City of San Pablo website, Phase II continues to await funding.
