Suspect in attempted kidnapping of Kennedy High student arrested

Two photos of the suspect were snapped by a family member of the victim and passed along to the Richmond Police Department.

The suspect in the attempted kidnapping of a 15-year-old Kennedy High student was arrested in South Richmond Thursday after a community member recognized his photo from a KTVU (Ch. 2) story, the news station reported.

Joshua Mann, 30, tried to shave his head and was getting ready to leave town after his photo was widely publicized in the media Wednesday, Richmond police Capt. Mark Gagan told KTVU.

The apparent abduction attempt occurred Aug. 22 near the intersection of S. 37th Street and Florida Avenue about 3:50 p.m., police said. Mann was allegedly snapping photos of the 15-year-old and making sexual comments as he attempted to pull her in his car.

The girl managed to break free and run away. Three days later, the victim saw her attacker as she was with her family in the 700 block of 23rd Street. A family member took photos of him and her father confronted him before he ran off.

According to police, Mann could be a local pimp, KTVU reported.

“We have a real problem with human trafficking in our city and young girls are physically grabbed and actually intimidated into prostitution,” Gagan told the news station.
