Suspects in getaway car thwarted by construction of Richmond underpass named after fallen cop

The reopening date of Marina Bay Parkway between Meeker Avenue and Regatta Boulevard remains uncertain after AT&T announced it won’t meet its March 31 deadline to relocate utility lines, according to city officials.

The parkway was closed Sept. 3 due to construction of the Officer Bradley A. Moody Memorial Underpass, and was scheduled to reopen in 18 months. Several Bay Area businesses have reported losses because of the closure.

Earlier this month, the city warned that the closure could last for a longer period because AT&T has been slow to relocate its utility lines, a job that is preventing important work on the underpass.

After AT&T pushed back the deadline on relocating its lines multiple times, a company spokesman told the Richmond Standard the utility was committed to completing the work by the end of March.

But the city announced Friday the utility has reportedly pushed back the deadline again, further threatening a delay to the reopening of Marina Bay Parkway.

“Distressingly, on March 26 AT&T informed us that their completion date is now April 11, and was not able to provide a reason for this further delay,” City Manager Bill Lindsay reported in his weekly newsletter.

If the April 11 deadline is met, city crews can resume critical work on April 14. Only then will the full impact of the AT&T delays be determined, said Chad Smalley, a project manager for the Successor Agency to the Richmond Community Redevelopment Agency.

Smalley said crews will do their best to make up for lost time.

Once built, the Officer Bradley A. Moody Memorial Underpass will allow traffic to flow under existing railroad tracks, thus preventing delays from passing trains. Below is a sketch of what it will look like.
