A San Pablo man who owns a learning center for children and young adults with developmental disabilities in Richmond was arrested June 6 on charges that he molested a young girl over a period of at least five years, police announced today.
Norman Alexander Lozano, 41 — who owns the NY Learning Center, headquartered at 13128 San Pablo Ave. in Richmond, and also Noya Restaurant & Lounge at 14350 Laurie Lane in San Pablo — has reportedly known the victim since she was 5 years old, according to the San Pablo Police Department.
The victim had no connection to the learning center, police said. She reported being taken to different hotels to be molested between the ages of 11 and 16, police said.
Lozano is being held in county jail on $10.9 million bail and is set to appear in court next on June 21 in Richmond.
Investigators are asking anyone who might have witnessed inappropriate behavior at either of Lozano’s businesses to contact San Pablo police Sgt. Barajas at (510) 215-3150.
