Richmond City Council passed a hiring freeze Tuesday night affecting all city departments except for police and fire personnel to begin to deal with the city’s ballooning deficit, the West County Times reported Wednesday.

But it appears the financial outlook is so bad that no department will avoid cuts down the line.
