Kelvin Lemonte Starks, 20

Police are seeking the public’s help in locating a 20-year-old man wanted in connection with a shooting and robbery in Richmond on Feb. 6.

A felony warrant has been issued for the arrest of Kelvin Lemonte Starks, who is suspected of robbing, shooting and carjacking a male victim in the 4300 block of Ohio Avenue, police said. The victim, who hasn’t been identified, survived the attack.

Starks “should be considered armed and dangerous,” police said.

He reportedly stands about 6-foot-1, weighs about 170-pounds and has short black hair and brown eyes. Tattoos on his hand read “MOE” and he is known to frequent the Crescent Park area of Richmond and Oakland, police said.

Police are still searching for the stolen vehicle, which is a tan 1985 Nissan Maxima sedan with an “older blue California license plate of 1MKE402.”
